一、緣起 　　天主教遣使會白永恩神父（荷蘭籍）在台北市天母天主堂任職時，經常利用工作之餘走訪各地，發現很多智障兒童沒有受到適當的照顧，在教會及善心人士的贊助下，於民國61年12月28日成立聖安娜之家。在聖安娜之家即將屆滿三十週年之際，遣使會為感謝並紀念白永恩神父為身心障礙兒童所付出的心血，遂於90年3月成立「財團法人天主教白永恩神父社會福利基金會」，以發展社會福利慈善事業為宗旨。         二、使命 　　『凡你們對我這些最小兄弟中的一個所做的，就是對我做的』以福音的精神為身心障礙者提供身、心、靈的照顧。
三、願景 　　1. 提昇照顧者環境的品質。 　　2. 提昇照顧者的專業環境。 　　3. 提昇組織運作效率及專業能力。 　　4. 使聖安娜之家院生充分發揮潛能。 　　5. 國際專業合作與交流。

Dear Friend of FR.Beunen foundation， dear Friend of st.Anne，s Home.

A few years ago St.Anne，s in Tiem mu.We have helped other places here in Taiwan and in other countries. The name FR.Beunen foundation was choosen，because FR.Beunen did so much for st.Anne，s home.He and Sister Petronelly started st.Anne，s in 1972 on December 28，feast of the innocent children. In that time there were not many（if any）places to take care of mentally retarded children.There were no rules or requirements of the government.Now there are more places and there are a lot requirements and rules and that is good,because it is all donme for the wellbeing of our children. FR. Beunen was the director and charismatic leader of St.Anne，s home.9 years ago Father become bedridden and he still was the leader, but after some time he asked me to take over which I did When the FR.Beunen foundation was formed I was much in favor that our Chinese confrers would be more involved.
